Provincial Disaster Risk Reduction and Management Council

To help Local Government Units and the community to understand climate change and the hazards they face, to reduce their risks, to prepare for and respond to disasters as they occur, and recover from disasters while building back better and safer

Functions, Duties and Responsibilities:

The Section 3 of the Executive Order No. 17, Series of 2010 states that:

Functions, Duties and Responsibilities of the Provincial Disaster Risk Reduction Management Council (PDRRMC). Pursuant to the mandate of Republic Act No. 10121, the Provincial Disaster Risk reduction Management Council (PDRRMC) shall carry out/observe/fulfill the following functions, duties and responsibilities:

  1. Approve, monitor and evaluate the implementation of the PDRRM Plans and regularly review and test the plan consistent with the national and local planning programs;
  2. Ensure the integration of disaster risk reduction and climate change adaptation into local development plans, programs and budgets as a strategy in sustainable development and poverty reduction;
  3. Recommend the implementation of forced preemptive evacuation of local residents if necessary;
  4. Convene as often as necessary to effectively coordinate the efforts on disaster mitigation, preparedness, response/emergency operations, and rehabilitation activities;
  5. Take the lead in preparing for, responding to and recovering from the effects of any disaster if two (2) or more cities/municipalities are affected;
  6. Call on other departments, bureaus, agencies, instrumentalities and corporations of the government and the private sector for assistance in preparing for, reacting to and recovering from the effects of disaster and civil emergencies;
  7. Advise the City/Municipal and Brgy. Disaster Risk Reduction and Management Councils (C/M/BDRRMCs) regarding disaster management;
  8. Promulgate its own manual of operation for the guidance of current and future members;
  9. Implement within the province the guidelines set by the RDRRMC and submits recommendations as necessary;
  10. All members of the Council shall make available their personnel, facilities and expertise to effectively carry out the functions of the Council;
  11. The Council shall discharge such other functions and duties which is necessary and directly related to its mandate, in consonance with the provision of R. A. No. 10131 and its Implementing Rules and Regulations.

The Council, in discharging its functions shall utilize the facilities and services of the Provincial Disaster Risk Reduction and Management Office to be known as the Provincial Disaster Risk Reduction and Management Operation Center (PDRRMOC).
